Hmm I am inclined to say it would just be noise, but you bring up an interesting point about welfare programs and I'm not really sure the answer.
I wish we could see questions on the below which would provide more clarity...
1. Do you participate in any government assistance programs?
2. Why are you not a full-tithe payer?
- I don't have the money to pay tithing and provide for my basic needs
- I have the money to pay tithing, but choose not to for my own reasons.
